The Top o' Scott Golf Course is located in Clackamas, another
unincorporated part of Clackamas County a few miles from Oak Grove.
It was zoned as open space in 1980. But to meet Metro's population
targets, county planners rezoned two-thirds of it for high-density
residential and commercial development in 1999.
